It is official now. The Governor’s Office made this announcement. https://www.governor.wa.gov/news-media/inslee-announces-updates-safe-start-reopening-plan. If you scroll down to the bottom of this page, you will see “Water Recreation Facilities” mentioned with links. This is the updated Governor’s Office guidance on water recreation facilities. It lists some of the major changes made on Page 1, and provides on page 4 a link to DOH website for the complete guidance at https://www.doh.wa.gov/Portals/1/Documents/1600/coronavirus/ReopeningWaterRecreationFacilitiesCOVID19.pdf.

Please consider from now on that the previous version of the Governor’s Office guidance for water recreation facilities has been replaced with the current DOH guidance document, and the authorization comes from the Governor’s Office through their updated document on their website.
