Our New Team
As with many of your own organizations, the PHEPR group at the Snohomish Health District has seen some changes so we wanted to introduce you to our new team.
Samantha Matthew, BSN, RN, AS-BC
Communicable Disease and Public Health Emergency Response and Preparedness Supervisor
Those of you who have been with us throughout Covid-19 may recognize Sam as she was often at the front of our efforts around long term care facilities and infection prevention. Sam joined SHD just a few months before the Covid-19 pandemic. Prior to joining us at SHD, she worked as a Director of Nursing in Infection Prevention and Profession Development. Sam is originally from Santa Barbara CA but she moved to WA in 2016 from Los Alamos NM.
Therese Quinn
Emergency Management Specialist – Medical Reserve Corps

Therese has long been a pillar in SHD’s PHEPR group. She has served as our medical reserve corps coordinator for 15 years. Therese has won a number of awards for her work with the Medical Reserve Corps and she maintains a roster of several hundred volunteers! Therese has a degree in Emergency Management from American Military University. She is originally from King County, but she has lived in Snohomish since the early 90s.
Jennifer Reid, MPH
Emergency Management Specialist – Training & Exercise Coordinator

Jennifer may also be recognizable to some of you. She served for a long time as the Health District & County’s PPE distribution coordinator during the pandemic. Jennifer has been with the Health District from almost 6 years, working for a long time in tobacco prevention and education. She was activated early on in covid and decided she liked emergency management. Jennifer has a Master’s in Public Health from Rollins School of Public Health.
Brett Garris, BS
Emergency Management Specialist – Medical Counter Measures

Brett also joins the PHEPR team from our Covid-19 response having served in various operation roles running our testing and vaccinations. Brett has a BS in Criminal Justice with an emphasis in Emergency Management. He has worked in previous disaster response in both West Virginia and Colorado before joining us here in WA. Brett is originally from West Virginia and has been in Snohomish County for about 6 months.
