Health code update | Monthly REPORT 

Hello and welcome to the August edition of Decoding the Health Code, our monthly check-in on the modernization of the Snohomish County Board of Health Code. We're continuing to build momentum, and you're invited to be part of what's next.

What’s happening now

August Board of Health Meeting

The Snohomish County Board of Health heard a briefing about restructuring Title 5 of the Health Code, which focuses on septic systems. You can find more information about these proposed changes in the August Board of Health agenda packet. The public comment period for this ordinance is now open - more information about that can be found below. 

UPDAted Health Code Website 

We recently refreshed our Health Code Update webpage! The updated site is designed to be your one-stop hub for draft code language, background materials, and ways to get involved. Check it out! 

Current feedback opportunities

Septic code refresh

We are kicking off a phase of code updates focused on septic system regulations. This first ordinance will modernize outdated language, improve clarity, and reduce redundancy. It also sets a foundational framework for future updates, making it easier to expand and modernize the Health Code in upcoming code projects. 

The Board of Health was briefed on this ordinance at the August meeting. You can now submit comments before the Board of Health considers adopting this ordinance at the September meeting. Property Transfer Inspections

Washington State will require all septic systems to be inspected when a property is sold by 2027. We are working to develop a program to implement this new state requirement locally. Fee schedule update

Environmental Health fees cover the cost of providing regulatory services. To cover the cost of delivering these services, we are working on our annual fee adjustment. What to expect next

This fall, we'll keep the focus on septic system regulations. Some upcoming Health Code updates may include: 

Septic contractor reporting

We are working to develop a standardized set of contractor reporting requirements. These reports for septic system inspections, pumpings, and minor repairs are the foundation for documenting an accurate service history, which is useful to the homeowner, the Health Department, and future contractors who may service the system.

Connecting to public sewer 

Washington State rules for septic systems outline several cases where connection to a public sewer system may be required. There are currently no local rules that explain how the mechanics of this state rule operate in Snohomish County, and we're exploring how to best fill that gap.
